I don't think that's likely, no.

But there's every chance that if it's not spectres, then it's someone among our numbers. And the people most likely to take action are those who aren't being watched.

Finding out this information early on means that people may not have their stories straight. Catching someone in a lie means catching that person off-guard. Finding the information that doesn't match up. I think that's what he's trying to accomplish, anyway.

Even while someone alone might be more suspicious, there's every chance someone could claim another person as an alibi and we'd never know, since we were all locked up. So people with the biggest groups can be eliminated from suspicion, largely.
